The latest edition of the Ontario Building Code 350/06 Section 3.3.2.10 (5) "openings above footboards and below the seats in rows of bleachers shall be of a size that will prevent the passage of a sphere having a diameter more than 100 mm (4"). The National Building Code of Canada also has this same restriction.

The addition of multiple 1" Sch 40 Hot Dipped Galvanized pipes running continuously in all rows of bleacher seating safely & easily closes in this 100mm area restriction.
